Quiz: How Did These Cars Get Stitched Up Like This?

A friend of mine from Europe sent me these pictures last night and we tried to figure out how the heck did these parked cars in Russia (or at least we think it's in Russia) get “stitched” up like this. I don’t know if it was the late night booze or something, but we couldn’t find a reasonable answer.
